The skin can appear to be oily, however the shiny appearance is due to trans-epidermal water loss (TEWL). Rosacea is frequently found in fair skinned people, but any nationality can develop it. This condition is not gender or age specific, but is more often found in women between 30 and 50 years of age, the skin often showing sensitivity to fragrances and preservatives.
